Consent Mode on Shopify: why EU purchases disappear from GA4 and Meta
Updated · TagGap
Quick answer: In regions where consent is required, purchases from shoppers who decline tracking are not sent to GA4 or Meta in the usual way. That gap is expected. What is not expected is consent defaulting to granted before the banner loads, or to denied everywhere, and both are easy to check.
What consent changes
Shopify’s customer privacy settings decide whether a shopper is asked for consent and what pixels may do before and after they answer. Google’s Consent Mode passes that choice to Google tags: with consent denied, Google tags do not set advertising or analytics cookies, and in basic mode they send nothing at all.
The result is a real, legal gap among shoppers who decline. GA4 can partly model it when Consent Mode is set up in advanced mode and your property qualifies.
Mistakes that make it worse
- Consent defaults to granted before the banner loads, so tags fire before the shopper chooses. A compliance risk.
- Consent defaults to denied in every country, including where no banner is shown, so you lose data you were allowed to collect.
- The banner choice never updates Consent Mode, so tags stay denied after the shopper accepts.
Check your defaults
The free TagGap scan reports whether Consent Mode defaults to denied before your banner loads. In Shopify, review Settings → Customer privacy for the regions where a banner is shown, then place a test order from a supported region with consent accepted and with it declined.
